The real responsibility here likely lies with the person taking the picture, who should have alerted her to the impending wave. She only needed a split second to move to safety.

If it was her sister behind the camera, one can understand the playful intent, as siblings often enjoy teasing each other. After all, that’s part of what makes sisters so special.
